Summary

At the Financial Crimes Enforcement Network (FinCEN), we are at the forefront in preventing and detecting terrorist financing, money laundering, and other financial crime. Serve at the nation's financial intelligence unit and protect the United States financial system from criminals and terrorist financiers.

The employee serves as a primary Human Resources Specialist in the Office of Human Resources Section of the Management Division of the FinCEN, and is responsible for advising on and providing an array of HR services to a portfolio of units within FinCEN. Employee also has primary responsibility for one or more HR functional areas and is assigned special projects that entail developing and implementing new HR projects and activities.

Help

This is a non-sensitive position designated as high risk public trust, favorable adjudication of a Tier 4 investigation is required. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 4 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As a Human Resources Specialist, you will:

  • Develop and coordinate special projects; obtain perspectives from concerned functional areas and organization representatives, develop program guidelines or directives, coordinate implementation, and provide briefings to groups of affected employees;
  • Participate in employee relations issues, researching and summarizing background information, informing managers of guidelines and actions required, and developing notices and documentation;
  • Advise on benefit matters, inlcuding all forms of leave, paid and unpaid, and the provisions of leave sharing, the Family Friendly Leave Act, and the Family Medical Leave Act; health and life insurance and long term care insurance provisions;
  • Review proposed cash awards adn quality step increases; advise on eligibility guidelines, relation to other actions, and other management considerations; and
  • Assure that performance plans are developed and, as appropriate, advise on the elements in the plan; ascertain that performance reviews are conducted and that performance issues are addressed including, as necessary, the development of performance improvement plans.

Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience in performing HR advisory services in two or more of the following HR areas:

  • Classification and Position Management
  • Compensation
  • Staffing/Recruitment
  • Benefits
  • Performance Management
Such experience must have included analyzing problems and issues, and advising management of recommended solutions.

OR You may substitute education for specialized experience as follows:
  • a Ph.D. or equivalent doctoral degree; OR
  • 3 full years of progressively higher level graduate education leading to such a degree; OR
  • A LL.M., if related; OR
  • Have a combination of specialized experience and graduate level education. Only graduate level education in excess of the second year may be used as qualifying when combining education and experience.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-12, you must have been at the GS-11 level for 52 weeks.

For the GS-11, you must have been at the GS-9 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
